The Vocational Guidance Bureau was also opened in Lagos to organize workshops on guidance and counselling for teachers. Similarly, Njoku (2005) asserted that the development of organized guidance and counselling in Nigeria was to no lesser extent assisted by the establishment of the Test Development and Research Office (TEDRO) in 1963 by the Federal Ministry of Education.
